Tool Activation Policy
Tool activation controls when a bot can see and use a capability.
Design Standard
- Enable tools for the bots and workflows that actually need them.
- Keep high-impact tools off by default until reviewed.
- Revisit activation after missions, teams, or external systems change.
Review Questions
- What workspace context does the tool need?
- What does it return to the user or bot?
- Does it create or update artifacts, blobs, links, events, messages, or operations?
- How will a human review success or failure?
